Vision 2035: the New Development Model

In 2021, Morocco adopted a New Development Model with a 2035 horizon. It sets an ambition for growth and for doubling GDP per capita, and is now translating into concrete projects: rail, ports, energy, water, stadiums. Marrakech holds a specific place in it.

The framework

The New Development Model (NDM) was prepared by a special commission set up in 2019 and submitted to the King in May 2021. It defines four axes of transformation, economic, human, social and territorial, and a quantified ambition: to raise growth to 6% per year from 2025 and then 7% from 2030, and to double GDP per capita by 2035.

These targets are ambitions, not forecasts. The official forecasts for 2026 are those of the HCP: 5% growth.

Projects under way

The model can be read in the public investment programmes already committed, several of which fall due between 2027 and 2030.

  • Rail: Kenitra-Marrakech high-speed line (430 km, MAD 53 bn, commissioning planned for late 2029) within a MAD 96 bn programme by 2030.
  • Ports: Tanger Med (11.1 M TEU in 2025), Nador West Med and the Dakhla Atlantic port under construction.
  • Energy: share of renewables in the electricity mix targeted at 52% as early as 2026, 56% in 2027; green hydrogen and seawater desalination.
  • Sport and tourism: six stadiums for 2030, tourism roadmap targeting 26 million arrivals in 2030.
  • Social protection: universal health insurance and family allowances, rolled out since 2021.

Marrakech in the plan

Marrakech is the southern terminus of the high-speed line, the country's second airport (28% of national traffic in 2025), a host city of the 2030 World Cup and the Kingdom's tourism capital. These four elements make it the point of convergence of the programmes cited above.

The city also remains exposed to its constraints: water management, pressure on peri-urban land, regulation of holiday lets. An investor factors them into their analysis.
