Marrakech rental market: the 2025 figures and the framework of Law 80-14

Morocco welcomed 19.8 million tourists in 2025, up 14%, and Marrakech-Menara airport handled 10.2 million passengers, 28% of national traffic. Demand is there. The question is what it is worth for a villa.
The public figures
Marrakech's classified hotels posted an average occupancy rate of 72% in 2024. Furnished tourist lets, across all segments, ran at around 74% occupancy in 2025 according to AirDNA estimates reported in the press, ranging from 50% to 77% depending on the district. Published nightly rates mostly concern apartments and riads, between 500 and 1,000 dirhams.
What these figures do not say
There is no consolidated public series for luxury villas with private pools and staff. These properties are let for fewer nights, at a markedly higher price, to a clientele that books early for the year-end holidays, the spring break and autumn. July and August are quiet, apart from Gulf clientele. Any serious projection starts from a revenue study requested from two concierge companies, not from a market average.
The legal framework
Furnished tourist letting falls under Law 80-14 and its 2023 implementing decree. The owner obtains an operating licence from the local authority, complies with safety standards, keeps a guest register and declares the income as an accommodation activity. Platforms are progressively requiring the licence number. A serious concierge company handles these obligations; it is a selection criterion that comes before the commission.
